Medicaid, a federal/state entitlement program, provides health care to people in certain population groups who meet specific financial and functional criteria. About 15 percent of Medicare beneficiaries are also receiving full Medicaid benefits. This population is often referred to as "dual-eligibles." Many other Medicare beneficiaries wiith limited financial means are eligible for other low-income benefits, including assistance paying for Medicare premiums as well as prescription drugs.
