• P.L. 101-508 Health Insurance Advisory Service for Medicare Beneficiaries, Omnibus Budget Reconciliation Act of 1990, (OBRA 90) §§ 4359 & 4360, authorizing grants to states to provide health insurance information, counseling and assistance to Medicare beneficiaries.



• 42 U.S.C. § 1395w-21 (d) (6); Social Security Act § 1851 (d)(6) Secretary of HHS may use non-federal entities to offer information services about MC+C plans.
